Public Works Director / Chief Engineer

About the role

We are looking for a seasoned Public Works Director / Chief Engineer to lead the operations, maintenance and management of public works systems for a critical US Navy program on Diego Garcia. The role ensures infrastructure compliance with government and contractual requirements while delivering reliable services to the client.

Key responsibilities

• Direct day‑to‑day activities of the Public Works Department, overseeing utilities, facilities, roads and other infrastructure.
• Develop and implement policies, procedures and schedules for operation, maintenance and repair.
• Manage engineering and maintenance programs, including environmental initiatives, system upgrades and lifecycle management.
• Allocate labor, materials and equipment to meet contract performance and operational priorities.
• Monitor project budgets and ensure financial compliance.
• Coordinate engineering designs, technical solutions and construction for infrastructure improvements.
• Ensure health, safety and environmental compliance with local laws, U.S. regulations and contract terms.
• Supervise and mentor department staff, fostering professional growth and teamwork.
• Prepare and present operational and project status reports to leadership and government representatives.
• Serve as primary liaison with the client and government on technical and operational matters.
• Lead emergency response and contingency planning for operational failures.

Required profile

• Bachelor’s degree in Civil Engineering, Mechanical Engineering or a related field (or equivalent experience).
• 8‑10 years of progressive experience in public works operations, infrastructure management or facilities maintenance.
• Proven leadership of large technical teams, preferably in a government‑contracting environment.
• Comprehensive knowledge of public works systems such as utilities, roads, buildings and environmental systems.
• Strong project management and budgeting experience.
