UICAP GIS Lead

About the role

Amentum is looking for a UICAP GIS Lead to manage and sustain the Utilities GIS program supporting a US Navy mission on Diego Garcia. The role ensures GIS data accuracy, availability, and integration for utility infrastructure across the Facilities Engineering Command.

Key responsibilities

• Develop and maintain the Utilities GIS program for tracking all utility infrastructure at the FEC.
• Lead technical personnel and coordinate GIS and mapping efforts.
• Ensure compliance with Utilities GIS Business Management System (BMS) 5.2.20 standards.
• Maintain current, accurate GIS data (features, metadata, asset locations, specifications, condition ratings) in NAVFAC systems such as ArcGIS and NAVFAC Portal viewers.
• Perform QA/QC of GIS data and enforce UICAP, NAVFAC, and OSD standards.
• Prepare Statements of Work, cost estimates, and act as Contracting Officer Representative for GIS‑related contracts.
• Incorporate as‑built drawings and remove deactivated equipment from GIS across all Public Works Departments.
• Correlate and report UICAP metrics to Echelon II and stay current with GIS standards and best practices.

Required profile

• Bachelor’s degree in Geography, Geospatial Science, Engineering, Information Technology or a related field.
• Minimum two years of experience managing GIS programs or working in GIS roles within utilities or infrastructure.
• Familiarity with GIS software such as ArcGIS and other geospatial tools.
• Strong knowledge of GIS data practices, quality control, and data integrity.
• Experience preparing SOWs, cost estimating, and managing contracts in a COR capacity.
• Ability to read, write, and comprehend English for contract performance.
