UICAP Coordinator – Utilities Infrastructure Condition Assessment

About the role

The UICAP Coordinator will lead the Utilities Infrastructure Condition Assessment Program (UICAP) for the Public Works Department supporting a U.S. Navy installation on Diego Garcia. The role ensures program compliance, data integrity, and operational excellence across all UICAP phases.

Key responsibilities

• Manage and coordinate UICAP at the PWD level, overseeing Phases 1‑4 and ensuring data validity.
• Schedule and facilitate annual risk assessments aligned with UICAP and PWD objectives.
• Maintain Maximo™ records for all utility equipment, linking assets to iNFADS Plant Replacement Codes (PRCs).
• Develop and monitor preventive maintenance schedules in Maximo™, ensuring completion.
• Update degradation indices, failure scenario scores, and asset inventories.
• Perform likelihood and consequence of failure analyses; implement mitigations for risk scores > 3.5 using the Utilities Risk Tool (URT).
• Prepare program documentation, risk assessments, mitigation plans, and long‑range capital plans.
• Collaborate with Real Property Accountability Officers to keep utility inventories current.
• Draft Statements of Work, cost estimates, and conduct quality assurance audits for UICAP contracts.

Required profile

• Proven experience in managing utilities or infrastructure condition assessment programs.
• Familiarity with U.S. Navy or federal public works environments is preferred.
• Strong analytical skills for risk assessment and data quality assurance.
• Ability to work onsite on Diego Garcia and coordinate with multiple stakeholders.
